In Dubai property transactions, a no objection certificate can play an important role in confirming that a property-related step can move forward. Dubai Land Department provides an electronic No Objection Certification service, known as eNOC, through Dubai REST for specific property situations.

Who the eNOC Service Is For
DLD's official eNOC guide says the service is available for ready properties managed by owners association management companies where the owner receives service charge invoices through the Mollak system. This means eNOC is tied to a defined category of properties and management arrangements rather than every possible property case.

How the Request Works
The DLD guide explains that the owner can log in to Dubai REST using options such as Emirates ID, title deed, mobile number, or UAE PASS, select the property, open the property services menu, choose eNOC request, enter buyer information, attach the required documents, and submit the request. The customer is then advised to keep the reference number for tracking.

Processing Time and Output
DLD states that an eNOC request generally takes 3 to 5 working days to be processed. The requester receives an electronic approval by registered email showing the status and validity of the request, or a rejection with reasons if the request is not approved.

What It Does Not Replace
DLD's eNOC FAQ specifically says that eNOC is not a substitute for a developer NOC. That is an important distinction because customers sometimes assume one approval automatically covers all transaction needs. DLD's FAQ also notes that in some off-plan sale situations, a no objection certificate from the competent authority or developer is still required.

Final Note
Because NOC requirements can vary by property type and transaction, buyers and owners should not rely on assumptions. Check which approval is actually needed, use the official Dubai REST process where applicable, and keep the reference number and email approval safely.
