In a testament to its resilient and diversified economic strategy, the UAE economy expanded by 3.6% in 2023, fueled predominantly by the robust performance of its non-oil sectors. This growth highlights the nation’s ongoing efforts to reduce its dependence on oil revenue and build a sustainable, diverse economic foundation.

A Snapshot of Economic Performance

According to preliminary estimates from the Federal Competitiveness and Statistics Centre, the UAE's gross domestic product (GDP) reached Dh1.68 trillion ($456.56 billion) at constant prices in 2023. This represents a substantial increase driven by various non-oil sectors. At current prices, the GDP stood at Dh514.13 billion, reflecting an annual growth rate of approximately 2.3%.

Non-Oil Sector: The Driving Force

The non-oil sector of the UAE's economy grew by an impressive 6.2%, contributing Dh1.25 trillion to the GDP. This sector’s robust growth starkly contrasts with the 3.1% contraction in the oil and gas sector, underscoring the success of the nation’s diversification efforts.

Among the non-oil sectors, financial services emerged as the fastest-growing segment, expanding by 14.3% year-on-year. This followed a solid growth of 6.6% in 2022, indicating the sector’s increasing significance in the UAE’s economic landscape. The transport and logistics, construction, and real estate services sectors also showed significant growth, further driving the non-oil economy.

Resilience Amidst Global Challenges

Despite facing a challenging global economic environment and higher interest rates, the UAE’s economy demonstrated remarkable resilience. Khatija Haque, head of research and chief economist at Emirates NBD, noted, “The UAE’s economy has been remarkably resilient to both a lacklustre external backdrop as well as significantly higher interest rates in 2023.” She emphasized the role of public sector investment in sustaining this growth, particularly in transport and infrastructure projects.

Major Infrastructure Projects

The UAE government has committed to several large-scale infrastructure projects that are expected to bolster non-oil GDP growth. Key initiatives include the expansion of the Etihad Rail network and the development of Al Maktoum International Airport, which alone involves an investment of Dh128 billion. These projects are crucial to enhancing the country’s logistics capabilities and international connectivity, thereby attracting more business and investment.

Future Growth Projections

Looking ahead, Emirates NBD has revised its forecast for the UAE’s non-oil growth in 2024 to 5%, up from a previous estimate of 4.5%. This optimistic outlook is based on the continued strength of public sector investments and a steady performance across key non-oil sectors.

The UAE’s oil production, however, is expected to remain constrained due to Opec+ production cuts, which may slightly temper overall GDP growth. Nonetheless, the International Monetary Fund (IMF) has projected a 4% growth in the UAE’s real GDP for 2024, up from its earlier estimate of 3.5%, citing broad-based economic activities in tourism, construction, manufacturing, and financial services.

Strategic Economic Initiatives

The UAE is also actively pursuing several strategic economic initiatives aimed at further diversifying its economy and boosting industrial growth. One such initiative is Operation 300bn, a plan to transform the UAE into a major industrial hub by 2031. This program aims to increase the industrial sector’s GDP contribution from Dh133 billion in 2021 to Dh300 billion by 2031.

The UAE's economic performance in 2023 underscores the success of its diversification strategy and its resilience in the face of global economic challenges. With a strong foundation in non-oil sectors and significant public investments in infrastructure, the UAE is well-positioned to continue its growth trajectory in the coming years. As the country progresses towards its Vision 2031, it remains a beacon of economic stability and innovation in the region.
